The assignment included but not limited to the overall responsibility for the project implementation, including improvement of water sector administration and financing practices, development of river basin management plans; institutional development of the water sector; capacity building; and personnel and financial administration. The main objective of the assignment was the assistance to the Government of the Kyrgyz Republic on the whole and the Ministry of Natural Resources and the Department of Water Resources in particular to institutional development and capacity building in order to improve water resources management while protecting the water-related environment with emphasis on the implementation of the new Water Code. The implementation of the Water Code was done carefully and in stages under consultation, participation of all stakeholders, and consensus were key elements of the process. The institutional measures were to strengthen water sector organizations. These institutional development processes involved organizational restructuring, training and capacity building, and improved financial management and costing of actual sectoral financial requirements and derived benefits. Intergovernmental water relations, the newly adopted Water Code of the republic and other standard legal acts, including licensing were studies. Paid water use practices and optimum measures for institutional strengthening proposed. National Water Strategy and Basin Water Plan based on IWRM principles were drafted. New institutional structures at level of the river basin (basin water administration, basin council) were set up. Practical procedures, regulations and tools for IWRM at the basin level; sensitization, diffusion of conflicts; establishment of a system of trans-boundary water management, including information on flow and water allocation mechanisms were proposed. Proposal for the development of water sector information system for decision support was submitted to the client. Special emphasis was paid on the capacity development of the National Hydromet Services and the Department of Water Resources, including strong input of logistical and organizational support, training, and technical assistance during the introduction phase of new techniques, instruments, and institutional structures
