Reporting: • Functional reporting to: - Director Safety Health and Environment Europe, - Quality & Regulatory Affairs Manager Europe. • Direct reporting to: General Manager Russia. • Balance both Quality and Health and Safety matters. Responsible for following activities by key functions: 1. Safety Health and Environment (Safety department - direct reported 4 safety champions): - Corporate safety: Implementation Corporate safety requirements by following areas Personnel Safety, Occupational Health, Environmental Affairs, Product Safety, Distribution Safety, Process Safety. Advise management & staff on safety, health & environmental matters. Manage, devise and maintain Quality and Environmental procedures. Processes, standards and specifications in relation to ISO9001 & 45001. Build culture for opening discussion & reporting about risks, incidents & near misses. Conduct audits as required; planned and investigative. Supervision and coordination of work systems. Implementation Safety Best practices. Support the management of practices to ensure that working conditions are safe. - Regulatory compliance: Occupational Safety and Health, Industrial safety, Environmental, Civil defense and emergency situations (rescue units). Working with following Government departments for permitting & licensing processes: Rostechnadsor (the Federal Environmental, Industrial & Nuclear Supervision Service), Minpromtorg (Ministry of industry and trade of Russia), Mintrud (Minisrty of Labour & Social Protection), Social Security Fund. - Achievements: Zero accidents rate (Injures, Road accidents & Process safety), Implemented requirements of Corporate safety standards on 5 new operation sites & 3 House of brand company’s sites, Build system & condition for active reporting & investigation near misses & hazard situations (Reporting rate 0,07 (2015) & 1,48 (2018) reports per employees), Implemented European & Russia HSE initiatives, Licensed 6 new & 3 upgraded operation sites, optimized Safety department organization from 12 to 4 people. 2. Quality (QA & QC department - direct reported 3 Qualified Persons & 2 QC labs assistants): - Functions & Responsibility: Quality management system (Risk analysis, Quality Management between departments, Management of quality incidents, Implement ISO & GMP management systems for food safety (FSSC 22000) & drug production & distribution (certified ISO9001 & ISO 22000 by TUV ZUD), Support in implementation internal Data Bases (SQE, Lotus Notes, Directum, Synergi, Cr360); Permitting processes (Drug Production License, Marketing Authorizations for medical liquid oxygen (LOX) and medical gas oxygen (GOX), Drug Distribution (Pharmaceutical) License, Products Certification of Conformity (GOST, NAKS, River register, etc.), SDS for Praxair products, Food Declaration of Conformities (TR TS); Drug Distribution Activity (Nitrous oxide distribution, Protoxan distribution); Quality control of products (QC-lab activity for medical products, Development of Technical conditions for new products (mix, high purity, etc.), Organizing tests of Praxair products for CoC & DoC in 3d Party QC-lab). - Working with following Government departments for permitting & licensing processes: Ministry of trade and Industry & Ministry of Health. - Achievements: Prepared & licensed 10 operation sites for drug production, added 9 operation sites & new tare to marketing authorizations, Certified all legal entities for ISO 9001 and food production sites for FSSC 22000, changed owner for marketing authorizations & Praxair pharmacopoeia, created 2 QC labs for medical gases, optimized Quality department organization & work from 9 to 5 people. 3. Additional activity: Leader of Safety & Regularity compliance team member of Medical team of APIMG association (Russian Association of Industrial and Medical Gases Producers), Member of Minpromtorg team for bar code implementation for medical products.
