Responsibilities:
• Framing the project objective as well as timing and make sure that the discipline engineers understand the scope of work, technical requirements, and how it interfaces with the existing facilities
• Defining Project Scope of work and securing Client approval of definition
• Developing the Project Execution Plan and using it as a tool for monitoring progress, costs and scope of work
• Coordinating the Design Scope of work: communicating project scope to design engineers about project deliverables
• Procurement – ensure the best cost options are taken to suit the project programme and all as per specification requirements of the Contract
• Risk Management

• Establishing project cost estimate based on the budget and programme

• Develop where necessary, sub-contract plans also where specialist contractors are required to assist or undertake work that can’t be done by main contractor. Integrate the procurement of the subcontractors and their work into the overall programme
• Developing regulatory plan, with translation, by co-ordinating with Regulatory Affairs Dept
• Representing TCO with outside design and procurement contractors. Expertising, and other government agencies
• Construction – ensure that the deliverables per Contract are provided safely, on time, to budget and according to specification
• Commissioning – ensure commissioning is coordinated and completed safely, on time and to budget
• Start-up and Operations – confirm that the operation requirements detailed in contract specifications are provided.
