• Arrangement of procurement activities in the area of real estate & capital construction in Halliburton offices in Russia at Usinsk, Buzuluk, Novy Urengoi, Nizhnevartovsk, Tyumen, Noyabrsk, Nefteyugansk, Irkutsk and Yuzhno-Sakhalinsk with multiple business trips to these local affiliates
• Procurement of all works, services, equipment and materials necessary for design and construction of Company's facilities and improvements on Company owned and leased properties - offices and office buildings, warehouses, field camps and related components, shops, bulk plants, chemical terminals, wash racks, manufacturing facilities, oil well infrastructure
• Arrangement of all indirect procurement activities to meet the internal needs of Halliburton Moscow office: HR services, legal services, consulting services, security services, IT & telecommunication services, marketing & publishing services, office rental services, office maintenance services, office repairs & refurbishment, office food supplies, stationary supplies, souvenir supplies, etc.
• Local facilities procurement management and supplier optimization for all Halliburton locations
• Establishment of local procurement strategies according to project demands
• Preparation and conducting contract and price negotiations with vendors and contractors
• Monitoring the national and international market to bring new suppliers and product innovations into the purchase portfolio
• Supplier management (sourcing, supplier selection, evaluation, continued development of local master supplier data)
• Arrangement of pre-bid/pre-proposal conferences, site inspections
• Conducting of high value sealed bid openings for competitive procurements being a participant of the Tender Committee
• Negotiate the most favorable prices, terms and conditions for noncompetitive single source, sole source and emergency procurements and resolve issues with contractors regarding price, delivery and terms
• Preparation of weekly, monthly and quarterly reports on awarded contracts, commitment of funds, work progress, supplier sourcing & optimization for Region Supply Chain Director for Eurasia
• Supervision of preparation of requests for proposal, scopes of work, general and special terms and conditions, contracts award procedure, timely procurement of ordered items and proper formalization/accounting for all kinds of purchases
• Supervision of preparation of formal agreements / contracts and modifications to them
• Administration of agreements/contracts to include monitoring vendor delivery schedule, quality of work, contract budgets
• Assessment of vendor/contractor performance
