UMC network base stations candidates search, SAR and TSSR preparation and supervising, sub-contractors training and activities monitoring. Coordination of the SAQ roll-out plan fulfillment by the sub-contractors. Monitoring the progress of site acquisition process in accordance to the roll-out plan, Project matrix and legal norms. Cooperation with UMC radio-planning and transmission-planning department. Supervising the re-zoning, legalization and leasing processes under sub-contractor’s performance, independent supervising (in-house sites in scope: SAQ, re-zoning monitoring, legalization (permitting)). Analysis of the SAQ process, constant updating of the site data-base (Capri). Reporting to the HQ. Cooperation with the construction and implementation departments. Participation in the sites design solutions elaboration. Internal and external negotiations participation and initiating. Establishment of sub-contractor’s SAQ and permitting performance quality system analysis. Assisting the sub-contractor’s SAQ teams in solving complicated issues referring to the sites search and legalization. Regular trainings for the sub-contractor’s according to the latest Project matrix and legal updates establishment and provision. Participation in professional qualifications improvement trainings and meetings.

Location of mobile connection base stations coordinator, Permitting coordinator, DP “Lemminkainen Yuk”, Nokia-Lemcon-Astelit West Turnkey Project, 2005, Lviv, Ukraine. Searching for location objects for mobile connection base stations in cooperation with RF planners; definition of the coordinates of the objects. Acknowledged with GPS usage. Negotiations with the owners of the objects, leasing process coordination and monitoring, filing the object property affiliation legal documents packages. Performing and filing with the participation of other technical specialists the TSSRs, SARs, the forms of reporting to the Nokia-Astelit –Lemcon. Organizing the access for all of the groups of technical specialists to the objects, negotiations with the sub-contractors, control of the sub-contractors’ teams’ performance, preparation and control of elaboration of the Working Projects of the mobile stations. Negotiations with the State City Boards referring the locating and building works of the mobile connection stations general permitting. Managing the location of the base stations legal affairs. Monitoring the Working Projects progress. Collaboration with the major contractor on the issue of State Boards permitting. Adjustment of the collocation of the stations with the other mobile connection operators
