Management of the procurement and logistics department in Tajikistan with a total number of 19 employees. Affected budget: - Procurement + сontracts +logistics: 25+ MUSD per year. Streams: - Procurement + contracts: full planning-to-payment purchase cycle (fixed & mobile networks, IT, customer equipment, professional services, marketing, travel&fleet). - Logistics: warehousing, internal / external deliveries, customs clearance. Responsibilities: - Improving the department image and attitudes to carried out operation. - Implementation of the sourcing strategies by categories and KPIs. - Conducting negotiations with the foreign and local vendors/suppliers. - Market analyses & forecast of market trends. - Introduction of the forecasting & its realization for all procured goods. - Updating local policy and procedure with the detalisation of administrative lead-times, responsibilities, etc. - Decommissioned assets sales. 2014 Achievements: 1) Procurement savings: 1+MUSD (-10% vs reference prices). 2) External deliveries savings: about 100 kUSD. 3) Tenders duration reduction: from 51 to 34 days. 4) Payment terms improvement: from 51 to 61 postpay days. 5) Decommissioned assets sales income: 0,1MUSD. Implemented innovations: 1) permanent sourcing process via beeline.tj site 2) contractors database 3) development and implantation of the e-bids in Beeline Tajikistan 4) simplification of procedures for low cost purchases 5) сreating a sales procedure of illiquid stocks for employees (e-auction)- Август 2011 – май 2013
