ENTREPOSE - VINCI Yamal LNG Tank Project
Обязанности и достижения:
The Yamal LNG project is based in the estuary of the Ob River which is ice-bound nine months of the year. The project ensures production and marketing of the Russian Arctic’s vast natural gas reserves and has involved the construction of a major new maritime route for transporting liquefied natural gas to Europe and Asia. It will eventually involve the drilling of more than 200 wells, the construction of 3 LNG trains, each with a capacity of 5.5 million tons per year, and a vast gas terminal, and the commissioning (a world first) of 16 icebreaker tankers, each able to transport 170,000 m³. Personally involved on construction of 4 (four) 160 000m3 Liquid Natural Gas Tanks (LNG) Duties & responsibilities: • Responsible for Health, Safety and Environment at the ENTREPOSE- VINCI Construction LNG Tank Site. Maintain and provide input to update the Contingency Plans, ensuring understanding and adherence to the Plans. • Liaise with interested parties to ensure HSE compliance. Remain current on all local regulations; develop a working knowledge of HSE Regulations. • Ensure appropriate understanding and communication of the HSE Programs of LNG, including participation in contractor training sessions and safety meetings, and ensuring consistent communication between the Contractor, LNG and the Health and Safety Technicians • Provide resource and support for incident reporting and investigation, including training and direction to supervisors. Assist with investigations and conducting follow-up to ensure recommendations are implemented. • Perform needs analysis and develop and implement training as required for health and safety. Monitor the contractor to ensure compliance with LNG Expectations • Work with HSE Staff and Supervisors to identify role-specific training requirements, ensuring all those within the project have completed the required training according the Project HSE Matrix. • Organize HSE reporting activities, as well as developing Rules, Procedures, Practices, and Operating Guides. Development of the LNG HSE Management System • Implementation and organizing Monthly and weekly HSE management walk around procedures on site including subcontracts top management involved • Setup and implement International and Local PTW system and its continues improvements, organization additional trainings for the appropriate project personnel • Identification and assessment of WAH (Work At Height) activities and implementation necessary precautions and procedures on site • Confined spaces and assessments, implementation Confined Space procedures and training for project personnel • Lifting and Rigging and assessment of the equipment and inspections • Electrical safety and organizations of the inspections and trainings session • Project HSE golden rules and implementation and disciplinary actions • Transportation safety and implementation road safety procedures and organizing Road safety Engineers task for project • Fire Safety and implementation local Fire regulations and inspections and organizing Project Fire safety engineers tasks and his duties • Environmental Engineers tasks and their duties and implementation local Environmental regulations together, Environmental quarterly reports and aspect & impacts. Waste Management and segregations, Fuel consumptions, Portable and drinkable water analyses and laboratory results organization for the project. • Overall responsibility for assisting in the implementation of the HS&E Project Execution Plan for the work site. Incumbent will be a key member of any major incident investigation team. • Encourage overall hazard identification and reporting as well as immediate reporting of all incidents and Near Miss incidents by all site personnel. • Ensure Contractors coordinate appropriate orientation or other training for personnel commencing employment in compliance with the specific HS&E Project Execution. • In conjunction with project Contractors, ensure the display and dissemination of HS&E material suitable for construction toolbox topics or other project meetings. • Maintain positive, consultative relationships with outside stakeholders to ensure expectations are met in the areas of loss control, environmental performance and quality. Provide ongoing leadership, coaching, and key point tipping service to all Major Project personnel in safety and loss control techniques, while being visible, approachable and available to all levels, with the objective of improving our efficiency and minimizing our losses. • In conjunction with project management and Construction Management and/or project contractors, coordinate thorough investigation of all incidents and coordinate audits. • Organizes and issues daily/monthly HS&E reports as required.
