    Обязанности и достижения:

    Procurement Planning and Supply chain management. Responsible for project procurement planning. Manage and coordinate the entire procurement and supply chain resources in the mission. Reinforce current procedures and the quality of ACTED internal control, based on international best practices, donor requirements and results of internal and external audits. Ensure information flow with other departments for effective service delivery thus securing the successful conclusion of the programmes. Accountable for overall compliance with the procurement procedures. Stock Management. Accountable for all programme inventories in the mission (capital and areas). Management of the IN & OUT processes in the Mission storage resources. Responsible for overall compliance with the stock management procedures. Transport Management. Overall delivery management for ACTED freight and passenger transport. Accountable for the overall compliance with delivery management procedures. Assets and Property Management (including premises). Ensure the safety and effective use of all ACTED assets and property in the mission. Responsible for the maintenance and repairs of these resources. Accountable for the overall compliance with assets, property and premises management procedures. Fleet and Fuel Management. To ensure proper utilization, maintenance and follow up of the ACTED fleet. To control and manage the cost of the fleet (fuel, maintenance and repairs). Accountable for the overall compliance with the fleet management procedures. Telecommunication and Information Technology Management. Set-up, manage and ensure effective use of the entire telecommunication and IT system. Manage the mission’s telecommunication costs. Accountable for the overall compliance with the Communication and IT procedures. Security and Safety Management. Ensure that the safety standards of ACTED staff (international and local) are high and correspond to ACTED sphere of influence and context of operations.     Ensure proper implementation of the relevant internal OSCE policies and procedures in relation to transport matters. Drafts monthly reports to supervisor within area of responsibility, including accidents, private use of vehicle mileage, schedules for shuttles, status of pool vehicles, technical conditions of the vehicles, inventory of vehicle equipment and plans for next month s activities. Prepare proper handover documentation for vehicles. Implement procedures for the use of all vehicles used by MMs. Ensure the adherence to the rules and regulations set by OSCE. Maintain a high standard of tidiness of the vehicle fleet including requests for car wash. Maintain close contact with OSCE contractors concerning maintenance, body repairs and painting of vehicles. Responsible that the movement of goods takes place in accordance with work safety rules which at all times must be evaluated, and makes sure that staff adheres to precautionary measures. Prepare traffic accident reports submitted by users of OSCE vehicles including collecting evidence and police reports. If required co-ordinates actions with Security unit. Assess damaged vehicles and proposes to repair/not repair to the Associate Administrative Officer. Submitting insurance claims and quarterly vehicle Insurance report t o the Insurance Officer in Vienna and liaising with local Insurance Companies regarding Third Party Insurance Claims. Ensure adherence to maintenance and withdrawal schedules for vehicles. Initiate the process of vehicles retirement when appropriate. Organize the preparation for disposal of written-off vehicles, including the making–out of the Vehicle Inspection Forms. Participate in inspection of vehicles upon arrival in the mission area; organize the installation of radio equipment in cooperation with the Communications Section. Organize the installation of the vehicle security systems. Equip vehicles with OSCE accessories kit. Registration of the Mission Vehicles, both OSCE and Diplomatic status.
