Building natural gas processing plant General Branch CIS (catering international service) (FRANCE) Building natural gas processing plant Position Title: QHSE Supervisor Represent and manage quality, occupational health and safety, food safety, nutrition, environment (QHSE), and sustainable development aspect on site. Implement and maintain the corresponding integrated management systems in compliance with the Country QHSE Annual Plan and country QHSE methods and guidelines. Advise QHSE Manager on all aspect of the QHSE department on site. Represent the QHSE on site. Participate to promote and ensure transposition and application of all Branch’s HSE policies and strategic provisions. Promote a QHSE culture among all employees of the operation site. Advise QHSE Manager and participate in all QHSE programs of project. Prepare and submit weekly QHSE reports to the QHSE country manager in line with the Country QHSE Annual Plan requirements. Collect and ensure reliability and accuracy of all data collected on site, including key performance indicators. Ensure a risk management approach in all processes at all levels by application of risk awareness, assessment and operational practices such as job safety analysis and toolbox talks. Ensure effective improvement action plans and respective monitoring, with the concerned process owners to close any pending non-conformities or observations. Report to Country QHSE Manager on any shortfalls concerning local statutory and regulatory QHSE requirements. Coordinate customer satisfaction program on site Maintain effective and formal communication and co-ordination between the Client, CIS and other project Contractors. Report on customer QHSE management plans and programs. Ensure emergency preparedness, business continuity and response plans are planned and implemented on site. Manage programs which includes periodic inspections, internal and external audits; internal and external food test plans. Initiate and co-ordinate the investigation team in establishing the Root Cause of any incident and to ensure that remedial actions have been agreed and carried out. Attend safety meetings within all departments and with the customer whenever possible. Ensure documentation is complete and accurate and matches process. Report to Country QHSE Manager incident alerts and reports. Share incident alerts and reports from another site. Carry out reviews of current work practices on site. Report to Country QHSE Manager the performance of the QHSE team members and provide any support when required. Promote and drive initiatives of sustainable development in coordination with local authorities, communities and management. Report to Country QHSE Manager the QHSE performance of sub-contractors and suppliers on site

Lead the HSE resources of responsible area. Advise discipline supervisors for their involvement of all HSE matters as: • Preventing injury to personnel, damage to plant and fire prevention • Ways to improve existing work methods • Statutory and contractual requirements affecting HSE at work • Provision use and maintenance of protective clothing and equipment. Ensure of suitability from the HSE aspect of new or hired equipment. Support CCs effort for producing Risk assessment and JSA. Conduct audits and inspection to make sure that only safe working systems are in operation and that health, safety and fire prevention requirements are being observed. Maintain contact with CONSTRUCTION CONTRACTORS' HSE representatives in order to co-ordinate and assists the CONSTRUCTION CONTRACTORS in the implementation and enforcement of the HSE program. Supervise availability with Subcontractor of certificates and/or service logs for all applied equipment, tools, devices, etc. confirming their registration with the supervising agencies and their timely maintenance and technical inspection when performing work at the sites. Assist CONSTRUCTION CONTRACTORS in investigations to determine the cause of incidents and dangerous occurrences and recommending means of preventing recurrences. Attend regular progress and management meetings, reviewing HSE performance, injuries, damage and dangerous occurrences. Promote within the construction group and CONSTRUCTION CONTRACTORS an understanding that incident prevention is an integral part of construction and operation efficiency. Liaise with the HSE manager to improve the HSE management system in place. Control of compliance of objects and the equipment to requirements of norms and rules for labor protection and industrial safety according to the legislation of the Russian Federation. Control implementation of instructions of bodies of the state supervision. Supervise the compliance with the principles and requirements set forth in Partnership Regulations and Standards and the legislative and regulatory documents of the Russian Federation in the area of HSE by staff and by all Subcontractors. Issue citations and recommendations re safety violations and oversights. Arrange and prepare reports, presentations, and administrative documents on HSE issues.

Responsible for providing safety oversight for Operations Department of the Main Contractors construction activities which involve the addition of 6 new 100,000 m3 crude oil storage tanks and associated facilities integrating these with the existing 4 operational crude oil storage tanks. The position ensures safety standards of the construction works on the Brown field site were not put at risk and Construction works were supported to ensure safe progress of the project. Coordination with Contractors /Subcontractors in all HSE Prevention issues while construction and reconstruction of Marine Terminal on realizing one-time projects of Operations Department and Expansion Project. Control over Contractors /Subcontractors personnel following principles and requirements of CPC terms and standards, Russian Federation regulatory documents and legislation with regards to HSE Prevention issues. Control over Contractors /Subcontractors personnel permit to CPC objects to perform works only after passing obligatory initial workplace briefing, availability of labor protection and fire prevention familiarization certificates. Control over Contractors /Subcontractors obeying HSE Prevention requirements while working on a dangerous site. Control over Contractors /Subcontractors personnel to use personal protective equipment in accordance with CPC rules and regulations while on the territory of a CPC object. Control over availability of supporting documents on training and evaluation of Contractors /Subcontractors personnel as required. Control over Contractors /Subcontractors availability of passports and/or service logs for all equipment, tools, appliances, etc. in use which are issued by supervisory authorities, and proving timely technical maintenance and examination while working on CPC objects. Coordination of dangerous work permits and control over precautions taken while construction and reconstruction on realizing one-time projects of Operations Department and Expansion Project. Participation in investigation of accidents, work-related injuries, their causes. Control of Contractors /Subcontractors availability of necessary Manuals (developed pursuant to manufacturer’s manuals) for equipment, appliances, tools, etc. used by the Contractor. Control over fulfilling of regulations of supervisory authorities on HSE Prevention issues.
